One of the biggest urban challenges at a global level is to ensure the permanence and the right to adequate housing for vulnerable populations.

The CLT is an internationally established model that seeks to guarantee access to housing and the permanence of communities in their territory. Its arrangement combines collective and individual interests, while strengthening communities and stimulating local development led by the residents.

Mission

Execute and ensure the right to adequate housing and community empowerment through the introduction of the Community Land Trust in Brazil, focusing on conducting pilots in informal settlements and enacting national legislation on the subject.

 

The Community Land Trust project, developed by CatComm in partnership with several public agencies, private institutions, universities, and community leaders, is inspired by the CLT model, in existence for decades and present in several countries around the world.
This model has the potential to provide greater land security and community empowerment for informal settlements.

This model of local organization allows residents to have individual titles to their homes, while maintaining a legal entity - created and managed by residents - that owns the land. This legal entity cannot sell the land, but must manage it in a way that ensures affordable housing in perpetuity. The model offers the highest level of land security possible, allowing the collective development of the territory while preserving the individual rights of residents to sell or rent their homes, or to use it as a collateral.
